For Germs:

Once light on, porphyrin in microbial cell is exposed to the lighe including 405nm. Reactive Oxygen Species(ROS)are then formed that can attack the cell. Since the OH of ROS is the potent damaging radical can inactive the batria cell.

For Virus:

Once light on, 405nm irradition can damage the membrane of the enveloped virus, which in turn cuts off the transmission of the virus.
